Bupa’s 2026–27 Pre Budget Submission outlines a practical and forward-looking reform agenda to help ensure Australia’s health and care system remains sustainable, accessible and high quality for all communities.
With pressures growing across hospitals, primary care, mental health, and aged care, Bupa proposes targeted policy changes to strengthen the long-term viability of the system while improving affordability and the experience of care for Australians.
The submission focuses on three priority areas:
- Securing a sustainable healthcare system through modern, innovative care models, greater transparency, and measures to keep private health insurance affordable.
- Ensuring access to quality care wherever people live, including strengthened primary care, a supported workforce and critical investment in regional aged care.
- Embedding prevention and early intervention, with regulatory reforms that enable private health insurers to fund more preventive services, expand access to mental health support, and integrate pharmacogenomic testing into routine care.
