Our submission outlines how current funding settings do not fully reflect the higher costs of delivering care in regional areas, driven by workforce shortages, housing pressures and higher operating costs. These challenges can limit access to care, delay admissions and reduce the availability of services for older people and their families.
Bupa recommends strengthening the use of the Modified Monash Model (MMM) and introducing more targeted, localised funding adjustments to better reflect the true cost of care in different communities. We have also highlighted the need to consider the full cost of delivering aged care, including accommodation and infrastructure, to support investment in regional services.
